１．IT21
フィリピンをアジアでの知識センターにするとの計画。
1997年10月策定。
2. 専門的情報技術サービス・ハブ計画
投資委員会（BOI: Board Of Investment）では、2000年3月、フィリピンをアジアにおける情報技術のハブとするため、専門的ITサービス（Prof.ITS.: Professional Information Technology Services）プログラム(Prof.ITS' HUB Program) を発表した。本分野での競争相手国であるインド、アイルランドを十分に意識して、優遇税制を中核とする政策的な優遇措置を実施している。
十分なProf.ITS.地域となるには、優秀な人材確保、通信・電力インフラ完備、安価な事務所スペースの確保、２４時間型の職場環境が必要である。マニラ及び同近郊、セブ及びダバオを目標としている。現在のところ、Prof.ITS.地域としてインフラ等が完備しているのは、下表の４箇所である。
ケソン市のイースト・ウッド・サイバーパークでは、既に、IBM、CITIBANKを含む欧米数社の進出が決まり、数社の日系企業の進出も決まっている。

主な優遇措置は、次のとおりである。
（１） 最低４年間の所得税免税
（２） 輸入資本財の免税輸入
（３）従業員の訓練費用の50％の追加控除

3. フィリピンのソフトウエア産業
上位20社の1999年度の売上高合計は、60億5000万ペソ（約180億円）、従業員合計3900名。国内市場中心の企業と輸出中心の企業がある。

給与面では新卒で１万ペソ程度。３−４年経験で２万ペソ。
年間の離職率は、15-30%。ある会社では、採用後６月間は社内での教育（C++, JAVA等）その後、優秀者はさらに日本で研修。その後、数年でほとんど退社する。毎年、数百人採用しても同じく数百人が退職するのが一般的。退職者の多くが米国へ出稼ぎに行く。この繰り返し。フィリピンには、８６０の大学があり、工学部系の卒業生は毎年約４万人。失業率が高く、学卒の採用には困難はない。
数百人規模で日本人の比率が低い経営体制を確立できれば、１人月２０万円を切る価格での受注可能。
4. NITC
国全体の情報技術政策を検討する国家情報技術評議会（NITC：National information Technology Council、科学技術大臣が議長）が設置されている。

5. 電子商業取引関係の動き
電子商業取引法が上院を通過し、現在、下院で審議中。ここ1-2週間での承認が予定されている。法律案の入手希望の方は、CICCシンガポール事務所へ。
貿易産業大臣を議長とするE−Commerce Councilが設置され、活動を開始している。
重要な分野についてそれぞれ小委員会を設け、実行計画の検討を行っている。
